The short form on this is that Trump held up the money to Ukraine in order to extort a public promise of a Biden investigation by Ukraine. "Extort" is the right term because Trump had no legal authority to do this, and no interest beyond his own personal ones involved.EXCLUSIVE: @just_security has obtained unredacted versions of Trump administration emails about Ukraine aid.— Just Security (@just_security) January 2, 2020

And why wasn't he charged with bribery? Because he is engaged in a criminal conspiracy to conceal his crimes.
People's simple delay is a stroke of genius. The House can, on this evidence alone, open new hearings on bribery and obstruction of Congress against Trump. The Senate GOP posotion can become more and more untenable, legally and politically, as time goes in. The House can impeach Trump twice, but that doesn't work to their advantage. Adding a new article to join the other two sent to the Senate, however, before the first two are formally delivered, may be a devastating blow to Trump, and extremely solid grounds for impeachment and a full trial.
