As was true in storm ravaged North Carolina, most of the area affected by the fire is without power. StarLink terminals don’t run on batteries.

Also, this is in LA, not rural California. Refugees from the fires probably don’t lack communication, even internet, access. And in NC, Elmo offered StarLink only if users signed contracts for the service. I’m sure he’ll do the same in LA.
