And if the only game is a zero sum game, what do politicians offer the public that is not rabidly partisan? Because rabid partisanship inspires two things: disgust with the process, leaving the field to the zealots (that's how we got Trump); or impassioned reforms (the New Deal; the Civil Rights Movement; Watergate reforms) which have to be renewed from time to time to keep the zealots from wreaking havoc.
