Engoron had previously found Trump liable on some of the counts and stripped him of his business licenses on those. Trump appealed that case and any punishment was stayed by the court until the appeal is resolved. That is expected to happen now with this fine and suspension on the remaining counts. That doesn’t quite track: suspended enforcement of the loss of licenses can be appealed without a bond (it’s not a monetary judgment), but a bond is needed to suspend enforcement of the judgment. Engoron suspended enforcement of the summary judgment because Trump appealed and the trial for damages was still to come. Now that’s over, Trump can only suspend enforcement by posting bond in the amount of the judgment, plus at least 9% for statutory interest.
He’s got 30 days to come up with it. I don’t think he can. He still needs to fund the appeal bond for the second Carroll judgment.
