Congress holds the whip hand in most things; over the President, over the Supreme Court. They threw away the impeachment/removal threat over a century ago. But they can lame duck the shit out of Trump, starting in January.
Professor Vladeck has a book coming in the spring that details what Congress can do to the Supremes. His first book was about how much rope Congress gave the Court in the early 20th century. What Congress giveth, Congress can taketh away. I’m looking forward to his analysis of that.
There is a LOT Congress can do. After the last two years, the next two are likely to look like FDR’s first term, or Johnson’s entire tenure.
