The argument made on Paxton's side (the non-legal one), is that gun free spaces are inherently unsafe, because bad guys with guns and good guys with guns....
The last thing I want at the State Fair is bunch of half-drunk clowns on the midway using their guns to figure out who the 'bad guy' is.
