Some of that is the industry (home care v. employees of a facility). Some of that is the nature of the industry, some is because some people are part-time, and need the hours. Again: what's the alternative? This is the system we have "succeeded" with. We have danced to the tune; now we pay the piper.It gets worse. Many personal care workers are mobile, working at multiple facilities and/or going from home to home. The potential for spread among the elderly is baked in.
