I’m pretty sure Congress can very much ignore the President’s desires. Since any forced annexation of Greenland would require Congressional authorization. Any joining of Greenland, any making Greenland a protectorate of the United States, would require the approval of Congress.
Not to mention the agreement of Denmark, and of NATO. Which is why Putin agrees with Vance:
