The whole reason they got rid of them was because they cost money, dumping them out on the street was supposed to come "treatment in the community," which was cost-cut away to handing out drugs and letting all hell break loose. Of course the result is the mentally ill are most likely to be the victims of crimes instead of criminals and a lot of those who are criminals end up in county jails at an even higher cost. It was Republicans like Nelson Rockefeller who pioneered dumping the mentally ill out on the street, along with the "civil liberties" industry.
