Wyoming has a population just about equal to Austin, Texas. When I lived there 35 years ago. Austin now has about twice the population of present day Wyoming. From a Republican governor. https://t.co/q3Fy8j5MN7 pic.twitter.com/fvw8b0uKNN

All of which is to say DOJ went for easy pickings. Wyoming’s primary was August 18: the same day as the primary in Alaska (too remote and dispersed), and Florida (too populous). And what did they accomplish? They pissed off the governor, who actually understands this is a nation of laws, not of men.
Incompetence is its own worst enemy.
