He can't do any of those things. Water is up to municipalities and MUD's (Municipal Utility Districts). Power is up to PUC and ERCOT, but he won’t mention PUC because he appointed all three commissioners there. He can’t make the trains run on time or the trucks make deliveries; and the refineries will operate when they have water and electricity to do so. And are regulated by the Texas Railroad Commission, an independent state agency that doesn’t answer to the Governor. Members of RRC are directly elected.
.@GovAbbott at Austin presser says he has four immediate priorities: completely restoring power to Texas homes, also restoring water, ensuring Texans have food and water supplies they need, and getting oil refineries up and running— Patrick Svitek (@PatrickSvitek) February 19, 2021
This is somebody actually doing something.

Abbott's as useless today as he was yesterday.
.@govabbott called on state lawmakers to mandate the winterization of generators and power plants, a proposal previously floated but not implemented by state leaders in the aftermath of another devastating winter storm in 2011. https://t.co/Z6dePLdiud— Texas Tribune (@TexasTribune) February 19, 2021
I have received emails from Castro, O’Rourke, and other Democrats telling me where to donate money to help my fellow Texans. Abbott just wants to be sure he’s not blamed.
TX Ds doing presser now on R response to winter crisis. @JulianCastro: "Do not ever put people in charge of gov't who do not believe in gov't. Abbott & R leaders will fail you every time b/c they could care less about doing their job & they've shown that over the last few days."— Patrick Svitek (@PatrickSvitek) February 19, 2021
