He can't do any of those things. Water is up to municipalities and MUD's (Municipal Utility Districts). Power is up to PUC and ERCOT, but he won’t mention PUC because he appointed all three commissioners there. He can’t make the trains run on time or the trucks make deliveries; and the refineries will operate when they have water and electricity to do so. And are regulated by the Texas Railroad Commission, an independent state agency that doesn’t answer to the Governor. If there is one thing that makes my blood boil it's seeing a politician in a crisis situation, who either caused the crisis, contributed to it or has done nothing about it wearing that kind of jacket. As if it's supposed to convince people that they're on the job.
