A crime doesn’t have to succeed to be a crime. Indeed, for Trump’s “plan” to have succeeded, he’d have literally had to overthrow the entire governmental order, right down to the state level.She doesn't want to acknowledge this because it would undercut her and the committee's claim that Trump was executing a "sophisticated seven-point plan" to reverse the election. A plan so sophisticated that it failed in its initial step, when Mike Pence refused to go along.

That was never going to happen. But his actions were going to be (are) criminal anyway.
It didn’t have to be “sophisticated,” either. That’s not an element of any crime that I know of.
